FCC Construction Notification
The final step in licensing a Part 101 point-to-point microwave path is filing a notification confirming construction of the path with the FCC. With few exceptions, construction of a path must occur within 18 months of the associated licenses being granted. The FCC does not charge a fee for filing notifications.
Notifications are filed on a call sign-by-call sign basis, so it is important to remember to file twice for each point-to-point path, once for each endpoint. Also keep in mind the grant dates of the end point licenses may be different so you should file by the earlier of the two dates. The FCC will send construction reminders prior to the 18 month deadline so be sure to keep your license contact information current (FCC Admin Update). The FCC will terminate licenses that have not been constructed in a timely fashion.
You can submit notifications yourself by following the steps outlined below, or Black & Associates can prepare and file these applications on your behalf. Checklist
- Login or Create an account with Black & Associates.
- Select the call sign+path to be notified from the 'Path' list. The pull-down contains all of your call sign+path combinations that lack build-out dates. Entries are identified by
CALLSIGN_PATHNUMBER (TX location/RX location) FILING DEADLINE.- We bill by path.
- If you select both ends of the same path we will adjust the cart accordingly.
- We will use the date of submission as the date of construction. If you would like another date used add it to the 'Notes' section of this request.
- Click 'Update Cart'.
- Review your Cart and check-out.

Submitting a construction notification can be done using the FCC License Manager:
- Gather your FRN and FCC License Manager password, the call sign of the location in question, and the path number(s) and frequency(ies) involved.
- Browse to the FCC License Manager and log-in using your FRN and password.
- Select 'My Licenses' from the left side panel.
- Select the call sign of interest by clicking the appropriate call sign in the displayed list.
- The 'License at a Glance' page that opens will have a 'Work on this License' panel, often at the right side of the page. Click 'Notify the FCC'.
- Choose 'S' for the 'Application Purpose'. Click 'Continue'.
- In the 'Buildout Information' table displayed, enter the 'Actual Construction Date' in each table row matching the path number and frequency constructed. There may be multiple pages of path numbers to review. Click 'Continue' when done.
- On the 'Fees and Waivers' page you will generally answer 'No' to both questions, but adjust for your particular circumstances. Click 'Continue' when done.
- You have a chance on the Summary page to go back and correct any errors. Click 'Continue to Certify' when done.
- On the 'Certification' page review the certification statements then enter your 'Name' and 'Title'. Click 'Submit Application' when ready.
- IMPORTANT: Repeat the above procedure for the opposite end of the path.
To find the proper path number(s):
- Open the FCC ULS License Search page in a browser.
- Enter the call sign of interest in the search box and click 'Search'.
- A table will be displayed showing one or more search results. Click on the call sign of interest.
- The license 'Main' page will be displayed. Click on the 'Paths' tab.
- Paths are listed by receive location name, but there may be multiple paths to the same location. Scroll to find the appropriate entry(ies) based upon frequency and polarization of the constructed path. You will need to click the 'Path Details' link associated with a path to determine the path polarization.
- The path number is found in the bold bar above the path listing.
